Should I upgrade nuke power or walk speed first?

Both stats matter: nuke power increases how much you collect per hit, and walk speed reduces how long each trip takes.

No. Every upgrade, including new nukes, is bought with cash you earn through normal play. The entire upgrade system runs on in-game currency alone.
